Special Investigations Agency (“SIA”) has asked San Diego City Attorney Mike Aguirre to launch a formal investigation regarding the under-reporting of crime statistics by the San Diego Police Department. SIA believes that the San Diego Police Department is discouraging citizen's from filing crime reports and discouraging the public from placing criminal suspects under citizen's arrest.
